StepZilla is a step-by-step editor for creating Webpages, using design themes.
It has a customizeable interface and is very easy to use, and you can edit pages using WYSIWYG mode.

StepZilla does also publish (either a entire Website, or using a drag-n-drop editor), submit to search engines, and create small mailing lists.

You can also create image galleries and import documents.
